This interrupt is triggered every time when the AXI4-Stream to Video Out bridge overflow occurs.
This is an indicator that the upstream video source is too fast for the HDMI 2.1 TX core to send out. The callback function might trigger some system event handler to reset the upstream video or choose a different video format.
