and timing analysis is proceed by treating it as if PHASESHIFT_MODE = LATENCY. Change the specified cell configuration to
PHASESHIFT_MODE= LATENCY and ensure that no timing
constraints are written against the expectation of PHASESHIFT_MODE=WAVEFORM.
