Treat two clocks as synchronous when you can predict their relative phase. This usually occurs when both trees originate from the same netlist root and share a common period. For example, a generated clock and its master with a 2:1 period ratio are synchronous. They propagate through the same resources up to the generated clock source point and share a two-cycle common period. You can time them together safely.
