The opt_design step can optimize and remove LUTs
that belong to an RPM despite the RLOC constraint. To prevent opt_design from optimizing the logic inside an RPM, set the
DONT_TOUCH property to TRUE on all the cells that
belong to the RPM. You can set the DONT_TOUCH property through RTL or
XDC.
