Use U_SET to group cells regardless of hierarchy or placement in the design. All cells with the same set_name belong to the same RPM set. Design elements tagged with a U_SET constraint can be primitive or non-primitive symbols. When you attach a U_SET constraint to non-primitive symbols, it propagates through the hierarchy to all primitive symbols below that carry RLOC constraints.
