Use the following steps to create an RPM:
  1. Group cells into a set.
  2. Define relative locations for cells in the RPM set.
  3. Optionally specify an RLOC_ORIGIN constraint or a LOC constraint on an RPM cell to fix placement of the RPM on the target device.
