Design elements in a hierarchical module that you assign with RLOC
constraints automatically group into an RPM set. The grouping uses an
H_SET constraint implicitly defined by the design hierarchy and the
RLOC constraint.
All elements with RLOC in one hierarchy block belong to
the same H_SET, unless tagged with another set constraint like
U_SET or HU_SET.
