Use -add_delay when a max output delay exists
and you need a second max on the same port. The same rule applies to min. Use
-add_delay for outputs relative to multiple
edges, like DDR, or when the output drives devices with different clocks.
Important: Apply output delay only to
output or bidirectional ports. Do not apply output delay to internal pins.
