Use -add_delay when a max (or min) constraint already exists and you
need a second max (or min) on the same port.
This is common when you constrain an input relative to multiple edges, such as DDR interfaces.
Apply input delay only to input or bidirectional ports. Vivado ignores clock input ports automatically. Do not apply input delay to internal pins.
