When a strategy is active and you also provide a local directive on a command, the following priority order applies, from highest to lowest:

1. Local directive: for example, place_design -directive Explore takes precedence.
2. config_flows -synth_strategy or config_flows -impl_strategy: applied when no local directive overrides it.
