The IBUFDS_DIFF_OUT_IBUFDISABLE (HD and HP I/O banks only) primitive shown in the following figure is a differential input buffer with complementary differential outputs.

Disable (IBUFDS_DIFF_OUT_IBUFDISABLE)
Similar to the IBUFDS_DIFF_OUT_IBUFDISABLE, the IBUFDS_DIFF_OUT_IBUFDISABLE_XP5 (XP5IO I/O banks only) provides a differential input buffer with the ability to disable the input.
Note: IBUFDISABLE assertion in HP and HD I/O banks drives
the O signal to logic Low, while in XP5IO I/O banks the O signal drives a logic High.
