The ICAPE3 primitive is reserved. This primitive is used when implementing the soft error mitigation (SEM) IP. The SEM IP generated are designed to use the ICAPE3 primitive automatically.
If persist is set, the ICAPE3 is disabled. In addition, JTAG and MCAP have priority over ICAPE3.
