When using debug infrastructure, such as ILA or VIO IP, Vivado provides
additional connectivity 'under the hood'. This includes connecting these debug IP to a
debug_hub IP core and connecting that core to the CIPS / PS via a
NoC connection. Although unlikely, it is possible that the presence of this NoC
connection might negatively impact the NoC compiler in finding a solution. If this is
suspected, check if this particular NoC route (an AXI4-Stream NSU) is
causing the NoC compiler to fail, and if so, remove it so see if the problem resolves.
Do this after opt_design runs, as the debug paths are added in this
stage.
