Validating the design in IPI (validate_bd_design) invokes the NoC compiler. You can constrain NMU/NSU
locations as discussed in Constraining NMU/NSU Locations. Unless
NMU/NSU locations are physically constrained, the NoC compiler arbitrarily assigns
locations to the endpoints.
The NoC Compiler is also invoked during the placement phase of the design. The NoC Compiler runs after the placer places the endpoints not already constrained and attempts to satisfy the QoS requirements.
