The NoC compiler is invoked when the design is validated in IPI
(validate_bd_design). NMU/NSU locations can be constrained as
discussed in Constraining NMU/NSU Locations. Unless NMU/NSU locations have been
physically constrained, the NoC compiler arbitrarily assigns locations to the endpoints.
The NoC Compiler is also invoked during the placement phase of the design. The NoC Compiler is run after the placer has placed the endpoints not already constrained and attempts to satisfy the QoS requirements.
