Either the fabric placer or the NoC placer dictates the placement of the NoC endpoints. Using the fabric placer can create a suboptimal NoC solution (that is, one in which BW objectives are not met). Using the NoC placer can create timing closure issues. In this case, consider using the placement information provided by both runs to judiciously create your own placement of NoC endpoints.
