The command prompt issued by the controller is one
of three characters, depending on the controller state. If the controller is in the
Observation state (the default state after initialization completes for all mitigation modes)
the prompt issued is O>.
If the controller is in the Idle state (the
default state after initialization for Monitoring only or Emulation mode), the prompt issued
is I>. If the controller is in the Detect only state, the
prompt issued is D> (the default state after initialization
for Detect and Testing or Detect only mode).
