The 32-bit watchdog timer is an optional timer which counts incoming Interlaken words
while waiting for the expected sequence after a discontinuity has been detected. If the
watchdog timer expires before the expected sequence is detected,
STAT_RX_RETRANS_WDOG_ERR is asserted and treated as a fatal error.
