RX needs to perform retries in the event it cannot correctly identify a sequence
discontinuity. Therefore, the input CTL_RX_RETRANS_RETRY must be
configured with a value of at least 2 for a reliable operation.
RX will re-request retransmission for a single error up to the value configured by
CTL_RX_RETRANS_RETRY. Thereafter
STAT_RX_RETRANS_RETRY_ERR will be asserted and treated as a fatal
error.
