When the CONFIG channel is configured to supply both PINC and POFF
values for each TDM channel, each field is sign-extended to fit a byte boundary, and
then these byte-oriented fields are concatenated with PINC in the least significant
positions. For example, for a phase width of 11 bits, PINC would occupy bits 10:0 and
POFF would occupy 26:16. Thus s_axis_config_tdata would be 31:0
overall.
