The boundary scan chain is inaccessible until the JTAG security gate is released. On a non-secure device, the security gate is released in JTAG boot mode or at firmware hand-off. On a secure device, secure firmware needs to release the JTAG security gate.
This issue will not be fixed for the devices listed in the Errata Summary table.
