The concept of power closure as it relates to AMD programmable devices refers to the ability of the Vivado tools to set power and thermal constraints that can then be checked against the project estimations. Report power within the Vivado tools can be used to generate a power estimation for the design. Setting power related constraints inside your project shows you any DRC errors or warnings when your design is exceeds the expected power consumption set up within the constraints. This user guide goes into detail on power around AMD devices at a higher level that showcases both internal and external tools available to assist in designing a robust power system.
