When the MAC receiver detects a broadcast frame (address = 0xFFFF_FFFF_FFFF), the receiver normally writes the frame to
the RX packet buffer.
If network_config [no_broadcast] = 1, the broadcast frame is ignored and not written into the packet buffer.
