With Versal Adaptive SoC, if SMAP_RDWR_B = 1 (SMAP_IO output enabled) and SMAP_CS_B=1, the SelectMAP bus data signals are not 3-stated. 

SMAP_RDWR_B=1 behaves as an output enable for the SMAP_IO data signals.
