A limited number of methodology checks (from report_methodology) are run to ensure that a stable foundation is in place
for QoR suggestions to be effective. If methodology checks are already generated, the
cached results will be reused unless there are changes in the design. If methodology
checks are required to be run, this will result in an increase in run time. This can be
disabled using the -no_methodology_checks switch.
